The revelation, by the Public Accounts Committee (PAC), that Serengeti District Commissioner Maftah Ally Mohamed has been drawing a Sh80,000 monthly allowance for staying in a hotel since his appointment by the President three months ago, is disturbing, but isn’t entirely surprising.
