Proposed Standing Orders limit CA members to waste time in greetings, good wishes [VIDEO]

The newly proposed Standing Orders by a special committee tabled today by the Committee chairman, Prof Costa Ricky Mahalu, suggests  among other things that the quorum for starting any CA meeting must be half of Constituent Assembly delegates from Tanzania Mainland and the same for CA delegates from Zanzibar.
