Why campaign funding is a puzzle

There is no doubt that the campaign style ahead of CCM presidential primaries has changed a great deal, when compared to how it was between 1995 and 2005. Yes, the amount of money being spent on organising the rallies in which aspirants announce their intention to be president and the live media coverage is something Tanzanians never witnessed before in Tanzania.
