>Over a week ago, Dar es Salaam went into panic mode following reports that a gang calling itself ‘Panya Road’ was terrorising people in the streets. The incident did take place in one suburb but the rumours spread across the city like a bush fire, leading to a stampede whenever someone called out the name of the gang.
